Procedure to recover lost phone from the court

i lost my mobile on april 20th in odisha. now the phone is traced in karnataka. with an active user. please advice me on how to recover it back. can i file a court case and recover my travelling allowences
When you lost your phone, you must have filed an FIR with the police. So first of all you should inform the police about the information that you have obtained regarding the phone. The police will do it's search and if the recovery is made then you can file a subedaari application in court and get your phone from there.
