Problem for EWS Certificate in UP

I am living in Delhi from 30 years and last 8 years in UP in my own flat. My all education and son education from Delhi and UP.
My permanent address is in Greater Noida (West) and All Adhaar Card, Voter ID based on my Noida Address.
I applied for EWS for my son admission
He asked in common talk from origin city (I called Bihar). But Bihar not mention anywhere in any document.
They wrote notes [Ye Bihar ke mul niwasi hai) and reject my application. Told go bihar and likhwa ke lao.
