PIL filing against GNDU Amritsar & DC Amritsar

I want to file the PIL against Guru Nanak Dev University Amritsar & Deputy Commissioner Amritsar for the Non-compliance of the orders of the Central and State Government by Guru Nanak Dev University, Amritsar and contempt of court. On complaint by the Deputy Commissioner, Amritsar, non-compliance of the orders of the Government by the Deputy Commissioner, Amritsar and contempt of court.
Also, the Deputy Commissioner is negligent in his duty by keeping the complaint pending and not taking action
firstly file an rti application regarding the matter. then file a grievance complaint through the punjab public grievance portal.
after that we can file a pil for contempt of court order done by the public agencies.
