Permission to keep moveable chain barricade

We are having a super market and we find it very difficult when public park their vehicle in front of our store causing hindrance to business movement . So can we place a moveable chain pole barricade ( 3feet pole inserted in a bucket of cement chained ) so as to avoid someone from parking in front of our store
