Disposing waste near your house and canal amounts to a public nuisance and is legally actionable. You may file a complaint with the local Panchayat/Municipality and request immediate removal under the Kerala Municipality Act or Panchayat Raj Act. Under the Indian Penal Code, Section 268 (Public Nuisance), Section 278 (Making atmosphere noxious to health) and Section 290 (Punishment for public nuisance) may apply. If the waste dumping causes health risks, local police can issue a notice or register a case. You may also issue a written complaint to the Pollution Control Board or District Collector seeking action and enforcement of sanitation rules. Evidence such as photos or videos of the dumping will strengthen your case. Civil remedies like an injunction can also be sought if the nuisance persists.

Throwing waste into your premises or the adjoining canal abutting your property amounts to public nuisance and a punishable act under Sections 268, 269, 290 IPC, and also violates municipal sanitation laws; therefore, you should immediately (i) collect photo/video evidence of the dumping, (ii) file a written complaint with the local Panchayat/Municipality and the nearest police station seeking action for nuisance and environmental sanitation violations, and (iii) request the authorities to issue a warning and impose fines under local bye-laws—this combination of documented complaint and statutory backing usually stops the conduct quickly and gives you a legal basis to act if the behaviour continues.
