OBC certificate for Migrated person from tamilnadu to Maharshtra.

I am resident of maharashtra, but i was Born in Tamilnadu then migrated to maharshtra for schooling then returend to tamilnadu for college, but currently residing in maharshtra.
can i apply for obc certificate in Tamilnadu for my post graduate studies, but i dont have address proof here in tamilandu. But i have house named on my father name in tamilnadu.
Caste Certificates are issued by merely such state to which the person originally belongs to. If one has migrated to another state, the person loses his caste and its status in the state one has migrated to. This is despite the fact, that, same caste is listed there also, as one of the reserved communities.
