nuisance due to open construction activity by neighbour on the street

Hello, I wanted to ask, what legal remedy should I seek from a neighbour doing open construction work on the streets. Entire cement, rodi, sariya, steel rods are kept open on the streets which has blocked the colony road and parking area.
You may file a civil suit for the damages being caused to you with an injunction suit to stop them from the nuisance immediately.
It will be of civil nature and will be filed in the district court of Delhi. Before that I would suggest that you file a complaint in the Police Station.
