Nuisance and noise pollution due to neighbours

have my house and there is always a problem due to my neighbours. They keep godown in their ground floor and always makes much of noise.
I don't come to know how do they get to keep a old materials(copper,steel etc.)godown in such a living colony. Such godown should be on road side or at the highways.
How could they get the permission to keep such godown in a peaceful living colony and ro make such nuisance.
hi tou could give a complaint to local muncipal authorities regarding the same to take action on the authorities to shift the shops to outside residential colonies and if they failed to take action then you could approach court
