Notices to the defendants in civil matter

Dear Sir/Madam, In any civil procedure, when Tribunal is issued notices by post to the respondents in the beginning, should the proof of receipts of that notices be given to the Tribunal? And if the defendants do not accept that notices, then what should be done for it? So kindly please explain me.
