Not allowing delivery boys at night

Has the society have any legit legal right, to restrict delivery boys at night and ask the residents to collect their items from the gate?
For Security reasons of the residents society can make such rules provided some past incidents wrt to this has happened or there is an anticipation of the same. Having said that, it is the society’s responsibility to ensure security within the society premises and should male a plan for allowing the delivery boys by proper identification instead of stopping them altogether.
