Non supply/denial of Relief Upon Document in SF-11 Chargesheet by DA

SF-11 Chargesheet is issued to me and I demanded Relief Upon Document. But the Disciplinary Authority issued SF-6 and denied to give such information. It is difficult for me to prepare my defence. Please provide necessary guideline to me what I have to do now
