Non issuing of OBC NCL certificate by the issuing authority

Dear sir/madam, my mother is govt teacher having annual salary more than 8 lakh and we have no other source of income but issuing authority denied to issue OBC NCL certificate by saying that your family income is more than 8 lakhs. So if u have any Allahabad highcourt court orders regarding the same matter for issuing of OBC NCL certificate then pls provide me.
First of all make sure that how much is your family income. As you are itself saying in the question that your mother's salary is more than 8 lakh then you are obviously not getting any OBC NCL certificate as its cap is up to 8 lakh only. But if you have by mistake written it in the question and actual income of your family is less than 8 lakh then file and representation before the authority which proper supporting documents like ITR income certificate etc and let them decide your representation and if it is decided against you then file writ petition in concerned High Court against the representation.
