Noise problem due to Neighbor's car horn what action can I take

I live in residency area in Pune, purchased near Kothrud. 2000 sq.ft at Rs 5 core. Here, i every day wake-up at 7 pm due to Neighbors car horn and sleep after 11 pm after almost Neighbors honking over. One of the bad-ass city, any way to get rid of it ?..

Firstly send a personal letter to the horn blower/s stating that his horn blowing is causing menace and affecting your health.
If it doesn't get sorted out, then through a lawyer send a legal notice giving them sufficient time (of 7 days) to correct their actions.
If this also doesn't help lodge an FIR in the juridical police station and thereafter file a civil suit under Noise Pollution (Regulation and Control)Rules, 2000

Yes you can give police complaint about it since due to act of your neighbour you can't enjoy your property.
Noise pollution is an offence. But before proceed you need to make proper evidence of it.
Please record the sound produced by him in morning and in evening. Once evidence is recorded then you can give him legal notice though the lawyer for disturbing the public life.
I think just one notice through notice your problem is solved.
