No Association in apartment some residential calling them self active

As I'm staying in apartment in Bangalore as there is no association,some owners are running the apartment by collecting money n forcing us to pay n disconnect basic connection,after asking them who is dealing with account or taking care of money collection no response from there side.

1. you have to give a letter to the owners who are running the apartment mentioning the entire problem in it. 2. you can also give a letter to the owners running the apartment by taking signatures from all the house owners in the apartment.
