No apartment association and neighbors taking advantage of maintenance

I bought my apartment 10 yrs back,it is a 10 unit apartment so we did not bother to create association. The neighbors are unfortunately are very dishonest people. We spend around 40% of our maintenance money to watchman salary, but he hardly does any work for the apartment , he does personal work for couple of people in the apartment and hardly be even at the apartment, Even after multiple complaints this did not stop. There are other maintenance related wastage and common area usage issues

hi hello here you have not mention that you are staying apartment mainly if you have 10 unit also you have to maintain one association for there after you can choose selective a watchman for that particularly if you not choose the best Watchmen whoever you can complaint whoever it may been the association president or any of secretary member if you doesn't have any Association means this is what happened for the maintenance issues so Watchmen also by doing it to the any show of your discussion with your associate members
