Neighbours kids problems always screaming and unruly kids

Hello, I live in a flat. The neighbours kids, they keep on shouting whole day at top of their voices. Its not like they are speaking with a lout volume. Its like they are literally screaming at the top of their voices. When contacted with their parents, they don't do anything. We have some plants kept outside our home. The kids keep breaking the leaves off them even after being told not to do so. We have tolerated it for a loong time. What are the legal options available?
firstly you can approach to your local police station to help the issues and they may work for betterment of your concern and if police did not involve himself then you should make an application u/s 133 of crpc to your executive magistrate for stopping nuisance created by neighbour.
