Neighbour not giving road access

My neighbour not allowing road access to me through his two cents. Which is already acquired and compensated by NHAI but two cents are unused.qith those two cents he is troubling me

I do agree that it the two cents belong to your neighbour why should he give road to you if you want have negotiation with him have mutual consent and pay buy that portion of road for yourself...ah if that road belongs to NHAI then you can claim your path by filing a simple petition in the court.

When place is already acquired by the nhai there will be no authority for the owner the ownership lies with the nhai and deemed to be public utility space and no third person has right over the property.
