Neighbour is objecting to allow water from their land

The owner of the land which is on upper side of our land are not allowing water saying that we don't have right. But our ancestors have paid extra for water supply also but they didn't have that in agreement. In their land papers it is written that we have supply. What legal action we can take about it. Please mention any acts are there to support us

yes, What exactly said by your neighbour land owner is correct untill you have to prove that your getting water from their land in previous years. If you able to prove that your getting water from past 12 years then you got partial rights on their land to get water.
