Neighbour extending the fence in front of their house

I stay in cantonment area & neighbours are extending the fence in front of their house which is causing problems for me as vehicles can't come in. I have been staying here for more than 12 years. I have requested them several times but they tell me we are the owners and can do anything.
If you facing the problem of your easement excess and the neighbours are making you stop from your right .
