Neighbour blocking the opening of my entrance gate

My neighbor house is rectangular right side to my house , he constructed his house recently years after my house construction. He has built extension 2 feet width, 10 feet length to his compound wall , extending on to the road for gardening, but it is blocking my entrance gate, and vehicle passage in to my house. He argues that as it is not my layout and i have no right to keep gate on that side facing the road. Also parking vehicles in front of my gate. How to address this problem.
hi first need to see the boundaries amd extent of house construced by you and if the gate is within your layout then you could give a complaint to authorities to take action on that person who is blocking the road
