My son's school is asking to pay fees for TC.

I'm trying to get TC for my son who has finished studying 10th in a CBSE school. For 11th we are planning to change his schools and we asked them for TC yesterday and they said we cant apply for TC until we pay fees for the academic year 2021-2022. What should I do?

You can send legal notice through a lawyer. If it doesn't work then you can send complaint to education department. In case, if it doesn't work then you can file writ petition before the high court. Collecting fee for next academic year is illegal in this case.
