CBSE has very direct and strict guidelines for name change spelling mistakes. if you don't apply for the change within two years of date of marksheet, your mistake can only be cured by the Court's order. more can be discussed or advised only after looking at the documents. regarding Germany thing, a visa expert would be good pick for advice upon what docs are required. If you don't mind paying consultation fees to an Advocate, then feel free to fix an appointment for meeting and bring all the papers physically to discuss your legal issue in detail. feel free to connect!
