My engineering college not giving my certificates back

Hello.
I did my engineering in Mangalore (afflicted to VTU). through CET(common entrance test).and some reason i dropped out at 2016 ..i did only 1 year and now my college is asking money for my certificates (nearly 1lakh 20 thousand)..and my family in financial problem so, let me know how to get my certificates back.
You dont have to worry. contact me, I will file a Writ Petition in High Court to get a direction to return all your certificate from college. Such practices of withholding marks sheet is illegal as per recent Supreme Court Judgments.
