My college is not giving the certificates

I am dropout student of engineering now I want my original certificates back and college is refusing to give it back and demanding full courses fee
first of all check whether there is any section which gives the college the right to keep course fees of college with them if not then we can file against them for recovery of original documents without demanding full amount.
