Minority Certificate-Self declared verified by religious institution

Hi,
Need to obtain a minority certificate for my mother, a resident of Delhi and a practising sunni muslim by faith.
This has to be in the form of a self-declaration of the religion of the applicant duly verified from the religious institution.
Examples of such institutions:
1. All India Imams council.
2. Jamiat Ulama Delhi
3. All India Muslim jamaat
Etc etc
