Marriage hall not returning money due to Corona.

I have booked a wedding hall for my sister's marriage in April and paid my advance in January 2020. Although the wedding hall's regulation said refund would not be provided, the they didn't allow us to do wedding due to the government's order. Now, it's been more more than 6 months since we gave the money, he's still has not returned the money.
