Local Guardian requirement at university of Delhi

29-Jul-2026 (In Civil Law)
Hello, Is there any lawyer who can help me with "local guardian" rule in University of Delhi? Moving from miles away, I have no relatives in the NCT region for local guardian affidavit and hostel form. Is there any legal way to handle it, such as submitting a parent undertaking or a self-signed affidavit instead? can a lawyer help resolve this through legal channels or court intervention?

The requirement of a local guardian is generally an administrative condition imposed by the University/Hostel for the welfare and emergency contact of students. If you genuinely do not have any relative or acquaintance in Delhi/NCR, you may first make a written representation to the Hostel Warden/Provost and the University requesting relaxation of the requirement, along with a parent/guardian undertaking accepting full responsibility. Some institutions consider such requests on a case-by-case basis. If the University refuses to consider your request despite genuine hardship, the legality of the condition can be examined based on the relevant University Ordinances, Hostel Rules, and the specific facts of your case. Depending on the circumstances, legal remedies, including representation before the University authorities or, if necessary, proceedings before the Delhi High Court under Article 226 of the Constitution, may be available. Before advising on litigation, I would need to review the hostel rules, the admission notification, and the exact affidavit format prescribed by the University. Please share these documents, and I can assess the available legal options.

The requirement of a local guardian is generally based on the University's admission or hostel policy and is not a statutory legal requirement in every case. If you genuinely do not have any relative or guardian in the NCT of Delhi, you may approach the University/Hostel authorities with a written representation requesting acceptance of a parent/guardian undertaking or any alternative permitted under their rules. If the request is rejected arbitrarily despite genuine circumstances, legal remedies may be available depending on the facts of the case. An advocate can assist in examining the applicable rules, making a representation to the University, and, if necessary, taking appropriate legal action before the competent court.

Loal Guardian is not a must. The Delhi University Rules are clear and ambiguous in this respect. There is no need for Court intervention. The matter can be resolved by Providing an undertaking for any emergency as per the DU Rules. Kindly contact for full draft of the Undertaking which will suffice in getting you Hostel accomodation.
