levy of penalty for obtaining title deed of vacant site alloted

I was allotted site by Urban Development Authority in 1994. I paid the cost towards the same in 1998. Obtained possession certificate and Katha. Possession certificate explain the extent of land and its surrounding boundaries. Do I need title deed from MUDA to sell this property?. Muda insist me to pay penalty as I did not construct the house within 5 years of its allotment. can this be challenged. Sale cum lease deed between Muda and buyer(myself) mention that house need to be constructed within 5 years and it should not be sold. I have adhered to the later condition. I have not sold the property. Please advise.

When you have agreed to the conditions of allotment you re bound to follow the same. Sites are allotted to needy persons not to those who want to make profit out of it depriving the deserving siteless persons
