legal opinion for site plan approval in panchayat tamil nadu

I am planning to build a house in our own agricultural land, band representative asked to get site plan approval from panchayat. Is legal opinion from lawyer is required before walking to village panchayat office for application of residential site plan ?

In this case, I would like to know the said property is it in your name or it's the ancient property and further the said property as you said it's agricultural land you need to alter and modification from agriculture land to residential plot to avoid future disputes. if it is an agricultural and then concerned local authorities should grant to convert agricultural land to the housing site body that is the panchayat or any other local body which grants the permission to convert agricultural land to the house site then the appropriate authority dtcp or the CMD should approve it the black
