Legal heirs certificate issued by tehsildar illegally

Tehsildar issue me a legal heir certificate of my grandfather without taking ration card and adhaar card. There are 7 heirs. No witness, no verification from naib tehsildar. I want to file a complaint against tehsildar because this is directly a corruption case. If there is any provision please guide me where to file complaint against tehsildar. Why issue without verification and mandatory documents because I complained against him because first he is not taking any action on my application

You can challenge the mutation and also get a stay on sale of the property from District court. Read standing order 23A further in this regard. Which guides how mutations are to be done. For any further clarification you can call us through LawRato or visit our office .
