Layout approved road legal rights

Dear Sir/Madam, Good day I am having 15000 square feet housing site classified as housing site. The site is surrounded by buildings on three sides (North, South and West). The 24 feet road (entranceway) to the site is from teast. The road to the site is now layout approved. The layout plan approval is given by panchayat union commissioner in 1993. The owner of the layout plot has sold all the plots. At present, the road has got drainage and cement road facilities provided by panchayat union and also EB post laid. Since this is the only way to our site, now the plot owner (the person sold the plot) is asking money for using the road. In this regard, I need to know that, whether I am obliged to pay money for using the road? Since the road and all plots are layout approved, I assume that this is a public road. Even thoug it was not documented to panchayat union as gift deed. Based on the layout approval, panchayat union constructed cement road as well as drainage. So, I may not liable to

Yes, you are right. You do not need to pay anything for using the said road as it was approved by plan already. The raod is not a private one to claim ownership on it. Try to check all the documents so that you can rule out any possibility for that road to be a private one.
