Late registration of birth certificate outside india

My child born outside india but we have her embassy certificate for school admission we need birth certificate made in india by ghmc so we have applied for it in September 2025 through the process I need MRO signature on the document but she is not interested in doing signature always asking to come again and again every time she is having excuses for not signing she is very rude misbehave in front of everyone insult also but not doing anything what can I do now to complaint against her or do my
