Issue related Taking BSNL Fiber Connection

I am currently living in Perambra, Kozhikode. The way to my house is in another person property. 15 years ago with his signed permission KSEB gives the electricity to my home. Now using that post I want to take a BSNL fiber connection for my Work related needs ( I am working in IT) But he did not allow. What will I do?
If you are using the way for a long period, you can claim right over the path. As internet is a fundamental right along with other rights, you can easily get a connection through that way. You have to take proper legal action on this.
