Is it mandatory to advertise in local newspaper for missing documents

Is it mandatory to advertise in local newspaper for missing or lost documents to lodge a FIR for missing documents. I have lost my HSLC Admit and Registration Card issued by SEBA.But when I went to Kachudaram Police Station to lodge a FIR on the same subject matter, the Officer Incharge demanded at first to advertise in the local newspaper for the missing Admit and Registration Card and then file an application for FIR for the same subject matter. Is it mandatory under law? Please help me with correct advice.

I don't think that it is mandatory to do anything on your own before lodging an FIR because FIR itself means FIRST INFORMATION". To register an FIR, police must find from the contents of the FIR that a cognizable offence must have occurred. When you report about missing documents, the police cannot escape from registering the same. If the police does not register your FIR then you may lodge a written FIR with the jurisdictional SP. If SP also doesn't register your FIR, then you may file a petition under Section 156(3) Cr.P.C. before the jurisdictional CJM for a direction to the police to register your FIR :)
