Can a land owner can get electric connection from supply corporation with his land owner right without no objection?

first issue notice to the promoter in person or through Advocate with regd or speed post, despite he is reluctant to issue you take the shelter before the court against promoter for breech of contract and legal remedies available in civil suits,
