Illegal towing of vehicle from railway premises

I parked by bike in railway premises where there was no any no parking board and was not obstructing any movement but city traffic police towed my bike and asking to pay penalty for illegal parking. Please let me know whether the city traffic police have jurisdiction over railway premises or not. If not then what actions I can take against them
