If the police raid a brothel, do they have the right to arrest customers? If so, how can customers determine whether a place is legitimate or not, and how should they handle such situations?

Well, Police has the right to arrest those indulging in Prostitution in Illegal Brothels. Whereas Police don't have right to arrest those indulging in Sex in legal Brothels licenced by Government. Moreover, Prostitutes are allowed to commence their trade in private, but they cannot carry their business in public. The clients can be arrested if found guilty of engaging in a sexual act in public.
