I want to file a summary suit but I don't have the summons address as he has ran away to Foreign, but I have his brothers address and both of them are in touch with each other. Can I send a notice to his brothers address under his name ?
You can do so .As long as for records or authentication purpose we are getting connected or the summons are received and conveyed to the concern our side is explained and clarified legally. We just need to convince the Court that We have done our side and the ball in that Court now.

sir if you wish to file a case you will have to file it in the name of the person who has already fled the country..
once the court will issue summons on its address provided by you..
thereafter as per one judgement of Hon'ble Bombay High Court you can apply for service of summons on Email and or WhatsApp..

As care off you can simply ask address from his brother and demand the address or else you can remove the address by giving your case to private detective they are skillful person and they know the legal ways to remove the address they will charge you for their professional fees
