How to take action against the municipality

Here what are the section related to the provision in taking action against the municipality in respect of dumping garbage as per west Bengal municipal act? And in case to serve a notice whom to address and write the notice??? Please reply soon

Dear Author, Please note that if you want to take action against the Municipal Authority, you need to file Writ before the High Court. In the High Court you need to show that your fundamental rights has been infringed due to the irresponsible and negligent act of the Municipal Authority. Further an Advocate's notice preferable from a High Court practitioner will be more effective to raise a cause of action in your case.
