How to get stay order against the Government ?

respected sir i am from Barnala (Punjab) our city id divided in two parts with a railway crossing now government is going to make a under bridge on that railway crossing how can i get stay order on construction of under bridge on the basis of fire brigade because fire brigade is situated on one side of railway crossing while wood market is on other side and if they start working they close the path of railway crossing for at-least one year and their is not any fire brigade station or its alternative on that side where wood market is situated
File a writ petition in the High Court and get the relief. If possible, try to file the writ on behalf of any non-profit public/private organization that deals in public welfare and social cause. This would help you in achieving the desired results.
