How to get Disabled person driving licence without any modification

I am Suffering from Cerebral pulsey desability, but i drive the car fine without any modification and any hegitation, i am fine driving car till 1 year, in rural areas, but problem is driving licence not get, fitness certificate not given from doctors. pls help me how i can drive car without any modification, pls help me to drive the car, pls suggest me what to do?

Non-Transport, Disability ID card and Disability Certificate, two copies of the Chassis number on two papers (done by pencil sketching), and a covering letter requesting the RTO to register your automobile as Invalid Carriage and for Tax Exemption
