How to file second appeal in cic

Sir I have requested some information from IGNOU University but despite file first appeal , I am not able to get request information.please help me in filing second appeal ,as I have some problem in filing second appeal.

It would require an advocate to draft a second appeal before CIC. Though a person may file it without an advocate but it would be taking an unnecessary risk of losing your case for not having the legal knowledge. You may consult me in that regard

The second appeal can be filed to the authorities mentioned in the reply received from the first appellate authority. Its procedure is similar to the procedure applied during the filing of first appeal by you. You only have to mention that you are not satisfied with the reply.
