How to apply for Birth certificate

My brother was born in warangal district on 9.7.1976 and studied in 6th Class & left Private school in 1993 in Hyderabad. His date of birth is wrongly mentioned as 7-6-1979 in Transfer Certificate. An old panchayat document was issued in the name of my brother in May, 1987 by a Sarpanch of my mother's native village. His name in Aadhaar is short & in Voter Id is full name but DoB is wrong in both. In order to apply for Birth Certificate in Warangal, Telangana what is the procedure.

there is a department called births and deaths in Telangana and A.p,since you belong to warangal try it there or if you live in village take a letter from panchayat secretary duly attested and also from the school records a letter and apply the same with your Mro/Rdo will enquire and give you a letter with that you file simple petition in court (mostly session court I am not sure)and publish a no objection in any vernacular newspaper, after due verification the judge pass an order with this order you can change your Dob.
