Getting cirtificates back from institution

My brother joined an engineering college through a seat obtained by the CET exam of Karnataka examination authority in which he had some health issues due to which he decided to drop the course. Now the problem is the institution is not returning the document without cancelling the seat in KEA . When we approached Karnataka Examinations Authority they asked for 5lakhs as penalty for cancelling the seat . I am unable to pay 5L as penalty since its a huge amount, how can i get cirtifates back??

if really you're brother suffering from some health issue than take in writing what they asking penalty than definitely thay wil pay for that .. what they asking is ilegal you have full access to suie in the court n you may get remedy
