If your sister obtained your late father’s government job on compassionate grounds, that appointment is generally granted on the understanding that the family members who were dependent on the deceased employee will be supported. If she is now refusing to provide financial support to you and your mother (especially if your mother was dependent on your father), this matter cannot be ignored. The first proper step is to send a formal legal notice to your sister. If she fails to comply, your mother can initiate maintenance proceedings under applicable law (such as Section 125 CrPC or relevant civil remedies), and you may also raise the issue before the concerned government department that granted the compassionate appointment. Legal intervention at an early stage is important to protect your mother’s rights and prevent further financial neglect.

Compassionate appointment is a welfare measure, not an inheritance. Your sister is legally bound to maintain the deceased's dependents. You and your mother can file a suit for maintenance or approach her department to challenge the appointment for breach of the undertaking to support the family.
