FIR in 420 case needs permission of SP & SSP ?

One person did a fraud of 7 lacs with me.All amount transfered by my bank account so I have proofs. I have contact no , address of that person too. He is from Noida nad I am from MP . So it's a interstate case. When I went to polic station for filing up the FIR, the police person took the application hand written, and recorded my statements ( that even took 7 days) . After that it is 2 months and they are not filing up the FIR. The Sub inspector who is in charge of my complaints keep saying in case of 420 and fraud we need special permission from SP and SSP. so it is taking time. I doubt he is lying. 1. Is the permission actually needed? 2. Is interstate is actually a big issue? 3. Also what would be better to hire a criminal lawyer in Indore or in Delhi? Please answer and help me.

No such permission is needed. Infact even if he says that such permission is needed then you can directly give application to S. P. And if SP is unable to take timely action then you can file an application u/s 156(3) before magistrate exercising jurisdiction on that particular police station. Needless to mention that you need to engage an advocate. Also keep in mind that delay in registration of FIR will harm your case. So keep copy of receiving with date noted.
