Fake Birth certificate in minor passport

My DOB in minor passport is 18/12/1997 and in rest of all documents including Aadhar, School marksheet it is 27/12/1997. On applying for DOB change and renewal for passport in Ahmedabad (I was born in Kanpur), it is found that BC of 18/12 is fake. They have asked to get declarative court order saying old BC should be discontinued and passport should be issued on newer one. How much time will this process take? And what should I do now? And can I apply for case in Ahmedabad?
