Extension of window fabrication grill above neighbour balcony

I had taken verbal communication with my neighbour for extension of window grill with fabrication work upto 2ft instead of curent 1 ft, he was agreed for the same but new he refused and asking for removing for the same. nAlso file complained against me to society committee.nCan you suggest what to do in this matter?nWhat is actual permissible length of window grill to avoid such dispute?
