Eligibility for migration certificate

Dear Sir,
I took admission for MSW counseling 2017 ignou batch Indira gandhi open university however I discontinued the batch due to personal reasons. My query is am I eligible for closure /migration certificate?
Of course you are eligible to get your migration certificate if required. Give a proper application and obtain a receiving on the photocopy of the application. In case if the concerned authorities deny your request for giving a receiving you must send the application through speed post to the department and it's copy to vc
