The Government of India has given clear instructions in this matter. It is the responsibility of the parents to decide that their sons'/daughters ' caste. The parents should execute an affidavit with the attestation of a notary public, that their heir should belong to the community of either of father's or mother's. Their choice is only once. No revision can be allowed. Then they can apply to the respective Tahsildars , the certificate issuing authority, with the following documents 1. The father's community certificate 2. The mother's community certificate 3. The child's birth certificate where both the names of the parents should APPEAR, then with the affidavit, then the certificate will be issued by the authority after verifiying the bonafide genuiness.
